Its something they could have been doing all along but chose to wait until it became a "crisis" (which I still dont buy). They need to start off with tort reform IF they are going to prove they are even remotely interested in fixing the minor problems in the health care system. Then they make sure insurance companies can cross state lines to offer coverage to whomever wants it, establish small business co-ops to be able to get more power behind their buying power, tax credits for individual coverage like those for employee coverage, health savings accounts, have people purchase catastrophic health care coverage and establish coverage for those who are unable to afford it themselves. Then address cost control but most of these other things should drive down the cost of health care on their own.
