As it wouldn't cause any havoc, legal or otherwise, no solution is necessary.
I've seen a microcosm to what you're proposing- I've seen the sadness and anger left in the wake of drunk driving fatalities, or someone mixing alcohol and firearms, or the wreckage of someone having one too many tokes before taking his kids with him  to a liquor store before going home.  
Spare me your demagoguery. Your condemnation of personal irresponsibility is not a compelling argument for the legal prohibition of drugs or alcohol. I believe in a limited government, one that doesn't "protect" citizens from themselves by restricting or eliminating freedoms. I make no apologies for this stance and won't be swayed by appeals to emotion.

Social anarchy? Currently we're empowering a sub-culture that thrives on violence, theft, and prostitution by keeping the drugs in the hands of the cartels. Pfizer or the Mexican Mafia? Gee, I don't know. Which is causing more havoc, wreckage, and grief?
