You can do this with anything. I.e., "Look at all the school shootings! We need to make guns illegal!" It's alarmist propaganda. Drug abuse is a serious issue but locking people up for simple possession and personal use is an ineffective means of addressing the problem, to say the least. It doesn't accomplish much outside of tying up our legal system and costing the taxpayers $60k a year per convict incarcerated.To clarify, the positive statement "Drug abuse is a serious problem" is something I agree with. It is a separate thing entirely from the statement "All use is abuse" and neither of these logically precede the statement "The State should criminalize possession of narcotics to further limit our freedoms."
