This appears to be nothing new, since it was updated ironically on Dec 7, 2012, and nowhere does it say the appointed fiduciary would be at the vet's expense or that it will be a stranger as the article says, it can be a family member.
It also looks like it is to prevent mentally unstable people from having guns, I don't have a problem with that for anyone, vet or civilian.
