Do you have any idea what it takes to hit a moving target from a moving vehicle? You better be damn good if you try, second when it comes to gunfire on a public street stray rounds are always a big danger. Look at the stats for drive by shootings, most of the time it is not the intended target that gets hit and that is just one moving vehicle not two.

Why do the cops not practice more, many reasons. Departments can not afford all the ammo to practice with, some cops are to damn lazy to practice, with some there is no amount of practice that will ever make them good. Many departments do not require them to qualify with a score that is anywhere near what it needs to be. Hell they lowered the qualifying scores on the range to be sky marshals so that they could hire a bunch after 9/11. Nice to know that the new ones could not have passed the test before that isn't it? I had a friend that qualified cops for the NYPD back when they carried revolves. They had to qualify once a year. Many times they would go to fire and the gun would just go click. He said they still hade the empty fired rounds from the previous year in their guns! That meant they had carried an unloaded gun on duty for a year! It also means they never cleaned it!
