If so when does he/she testify? Don't they have to tell who he/she is?

As I understand it no one has been charged yet so what is there to testify to? They could have used the information provided by an informant for the basis of the search warrant and removing the children. I cannot believe a judge would allow hundreds of children to be removed from their parents on the basis of one phone call. It just doesn't make logical sense.

It also doesn't make logical sense that state senators, state medical officials and personnel from many counties, who are assisting in this, would do so if they believed they were doing it based upon one phone call.

Is it possible? I suppose it is. But I'm willing to wait on my judgements over the states actions in this case until we know more.
